Child care scholarships in Texas, and which programs take them

Texas help with childcare costs runs through local Workforce Solutions boards, not the state directly, and only some programs accept it.

Texas calls its childcare subsidy a child care scholarship, and it is administered by the 28 local Workforce Solutions boards rather than by the state as a whole. Of 12,918 licensed programs, 5,779 told the state they accept it, which is 45%.

Two separate hurdles, and people usually only plan for the first: you have to qualify, and the program has to accept scholarships. A place you love that does not take them is not an option however well you qualify.

Where to apply

Applications go to the Workforce Solutions board covering your county, not to a central state office. Each board runs its own list and its own timetable, which is why advice from a parent one county over may not match what you are told.

What to expect on waiting

Demand has consistently exceeded funding, and boards maintain waiting lists that have run into the tens of thousands of children statewide. Apply before you need it rather than when you need it, and ask the board directly where their list currently stands: that figure moves and nobody else will have it accurate.

Texas Rising Star

Programs that take scholarships can be certified under Texas Rising Star, a two to four star quality rating run by the state. It is one of the few quality signals in Texas that is actually assessed rather than claimed.

We do not yet publish star ratings. They are not in the open data we use; they are issued per workforce board and published as monthly PDF lists, and assembling them accurately takes work we have not finished. Ask your board, or ask the program to show you their certificate.

Finding programs that accept them

Every provider page here states whether the state records that program as accepting child care subsidies, and every city page counts how many do. Acceptance is reported by the program to the state, so confirm it when you call: it can change, and the record can lag.
